Outreach coordinator, National Weatherization Assistance Program Evaluation
Background
Outreach coordinators will support data collection for a national evaluation of the Weatherization Assistance Program (WAP). Funded by the U.S. Department of Energy and administered by state energy offices and local weatherization agencies, WAP delivers comprehensive energy efficiency improvement services to low income households. The WAP evaluation will use 10 data request forms to collect multiple years of program data from all 50 states and the District of Columbia, 900 local weatherization agencies, and over 1000 utilities. Outreach coordinators are the front lines of this data collection effort, responsible for getting states/agencies/utilities to provide the requested data as completely and consistently as possible within the allotted time for data collection.
This evaluation coincides with an unprecedented period in the history of low-income weatherization as states and agencies face substantial demands and goals associated with the American Recovery and Reinvestment Act of 2009 (the “Stimulus Bill”). The evaluation team has committed to doing everything possible to minimize the burden of this data collection effort on states and agencies. As the front-line communicators, outreach coordinators will be responsible for identifying obstacles, problem-solving with their team members, and implementing solutions.
Responsibilities
Each outreach coordinator will initially be responsible for coordinating data collection efforts for 10 states and approximately 80 weatherization agencies. Later in the project each outreach coordinator will coordinate the collection of energy usage data from 100-200 utilities.
Key responsibilities include:
- Sending data requests via email and mail.
- Contacting states/agencies/utilities to set deadlines, answer questions, and follow up if deadlines are missed.
- Fielding questions from states/agencies/utilities and working with supervisors to obtain and communicate answers.
- Using a customer relationship management (CRM) database to record each communication with a state/agency/utility and the status of each data request.
- Reviewing data submitted by states/agencies/utilities for completeness and accuracy.
- Providing frequent feedback to supervisors regarding progress, obstacles, assisting in the process of figuring out a solution, and sharing solutions to benefit other team members.
Necessary Skills
- Outreach coordinators must have excellent oral communications skills. A pleasant telephone manner is particularly important. Outreach coordinators will likely spend most of their day on the phone or writing emails to states, agencies, and utilities. They will need to be persistent in their follow ups while maintaining a helpful and friendly demeanor.
- Good problem-solving skills are essential, including a demonstrated ability to try multiple approaches to addressing an issue if the first approach is not successful. Flexibility and adaptability are important.
- Outreach coordinators must be able to multitask and be comfortable in a busy environment. In a given day they might juggle a list of follow up calls, incoming calls from states and agencies with questions, a mass mailing, status reports to supervisors, and quality review of data coming in.
- As project managers will require real-time updates on the status of data collection efforts, outreach coordinators must be detail-oriented. They will be responsible for making sure the tracking database is constantly updated with a record of every communication with a state, agency or utility as well as the status of each data request.
- Outreach coordinators must have good computer skills. Familiarity with the Microsoft Office suite (Excel, Word, and Outlook) is required.
- Outreach coordinators must be able to work independently and prioritize tasks with minimal guidance.
- While it is not necessary to have prior experience in the energy efficiency or weatherization field, successful applicants will be quick learners who can get up to speed in a short amount of time.
- Data will be presented in a high resolution format.
Desirable skills
- Previous experience working with market research and/or surveys (administration, design, etc.).
- Previous experience working in a call center.
- Polished writing abilities.
- Experience managing and working with large datasets.
Staffing needs
We would like to hire five individuals on a temporary basis. For individuals who succeed in this position, there is potential for temp-to-permanent hiring if the project scope is expanded.
Timing
We need candidates who are willing to start no later than Monday, March 1st. We prefer to begin on February 22nd. For most of the positions, this will be a six-month project with the potential for extension.
Energy Engineer
The Energy Center of Wisconsin is seeking an energy engineer with a desire to apply both reason and creativity towards the creation of a sustainable energy society. We are a private non-profit organization that is mission-driven, independent, and objective. We seek practical solution paths among a world of competing interests.
The individual will be responsible for the evaluation of energy efficiency and renewable energy strategies in buildings and campus settings, including quantifying energy system performance, life cycle cost economics, and emissions reduction potential. Experience with energy modeling software such as eQUEST, TRYNSYS, TRACE, or other similar software is desirable, including the ability to model novel or complex energy systems and develop specialized energy analysis software.
The individual will be responsible for identifying, quantifying, and optimizing energy savings opportunities during early building design stages of new buildings and for existing facilities. Knowledge of relevant building energy codes, green building rating systems, and ASHRAE standards is highly desirable.
The candidate should possess the ability to work in a team environment, including communications skills such as report writing, client contact and public presentations. The ability to summarize and communicate technical concepts to a non-technical audience is highly valued.
Minimum requirements are a bachelor's degree in engineering, preferably mechanical, and a fundamental knowledge of building energy systems, energy analysis, and thermal science. Ideal candidates will possess professional engineering registration, LEED Accreditation, Energy Manager Certification, and possess 1+ years design firm or facilities experience with energy systems in commercial or institutional facilities.
Senior Energy Engineer
The Energy Center of Wisconsin is seeking a senior energy engineer with a desire to apply both reason and creativity towards the creation of a sustainable energy society. We are a private non-profit organization that is mission-driven, independent, and objective. We seek practical solution paths among a world of competing interests.
The Senior Energy Engineer will develop and manage internal and external research, consulting and outreach projects. The Senior Energy Engineer will work with clients, contractors, and the Energy Center of Wisconsin staff, and will be responsible for all aspects of projects, from inception and contract development to budgeting and delivery of the final product. The individual will also be responsible for business development, working directly with senior management to establish business development targets annually. This individual is expected to work both within and outside the organization to obtain the necessary support and resources to deliver high quality products.
The individual will be work on projects analyzing energy efficiency and renewable energy strategies in buildings, campus, or community settings, including quantifying energy system performance, life cycle cost economics and optimization, and emissions reduction potential. Knowledge of relevant building energy codes, green building rating systems, and ASHRAE stan dards is required. Experience with energy modeling software such as eQUEST, TRYNSYS, TRACE, or other similar software is required, including the ability to model novel or complex energy systems.
