Neil Howell, Engineering Specialist, State of Wisconsin, Department of Administration. Neil has worked for the State of Wisconsin for over 30 years, primarily in the areas of energy conservation and environmental compliance. Currently he is working on the Conserve Wisconsin program, an energy conservation program for state facilities.

Neil has a Bachelors degree in Meteorology from the University of Wisconsin-Madison, has completed the University of Wisconsin Extension’s Energy Management diploma series, and has earned the Certified Energy Manager title from The Association of Energy Engineers.
