About us
APPRISE is the lead contractor for the evaluation of the national low income Weatherization Assistance Program. APPRISE has three key partners for this effort—Energy Center of Wisconsin, Blasnik & Associates and Dalhoff Associates—and is supported by technical experts from across the country.
Meet the evaluation team
APPRISE
APPRISE is a Princeton-based nonprofit research institute dedicated to collecting and analyzing data and information to assess and improve public programs. APPRISE research focuses on programs that provide bill payment assistance, energy education and energy efficiency services for low income households, and energy efficiency incentives for utility customers in residential, commercial, and industrial markets.
APPRISE is the lead contractor for the evaluation of the national low income Weatherization Assistance Program. Mr. David Carroll is the project director and Dr. Jacqueline Berger is an assistant project director. APPRISE is also managing the overall process evaluation and analyzing non-energy impacts.
Energy Center of Wisconsin
The Energy Center is an independent nonprofit that conducts objective research and provides information and continuing education on energy issues to businesses, building industry professionals and policymakers nationwide. Energy Center researchers have a long history of technical, market, and program studies in the residential sector. Their work includes technical assistance to Wisconsin's weatherization program, training to building professionals, and process and impact evaluations. Key Energy Center staff involved in the evaluation are Scott Pigg, an assistant project director, Ingo Bensch and Dan Cautley. The Energy Center is based in Madison.
As the evaluation team's single point of contact for state offices and local agencies, the Energy Center has arranged for a single case manager for each state office and that state's local agencies. Blasnik & Associates
Blasnik & Associates is an independent energy research and evaluation consulting firm based in Boston. The firm's founder, Michael Blasnik, has more than 25 years of experience in evaluating low income weatherization programs and has performed technical research on a wide range of technologies ranging from insulation and air sealing to air conditioners and refrigerators.
On this project, Mr. Blasnik is managing the assessment of weatherization's energy impacts, analyzing the factors that lead to energy savings, and conducting a technical study about air sealing, duct sealing and furnace work.
Dalhoff Associates
Dalhoff Associates is an energy consulting firm based in Verona, Wisconsin. The firm's founder, Gregory Dalhoff, has 17 years of experience with low income program impact evaluations, including a series of annual evaluations of the Iowa weatherization program, two evaluations of the Vermont weatherization program, and a validation study of the NEAT audit.
On this project, Mr. Dalhoff is managing the team's analysis of weatherization measures' cost-effectiveness, conducting a field study involving refrigerators, and managing databases created for the project. He is also involved in the energy impact analysis.
