Wisconsin Electric Net Energy Billing
The Public Service Commission of Wisconsin requires that utilities allow net billing, also known as net metering, for grid-connected renewable energy systems, including PV. Net metering is available to all customer classes for systems of 20 kW or less and is available in the service territories of all investor-owned and municipal utilities.

Net metering customers are able to use the utility's distribution grid as a battery. During times when there is excess PV production it is delivered to the grid. Then, when the site requires more energy than the PV systems produces, the energy "stored" on the grid can be used by the site.

Net metering was implemented with the intent that the renewable energy systems would not be net energy producers over a one year period.

Utilities pay customers for net energy production differently. Net energy production can be paid at either the retail electric rate or "the avoid cost" rate on either a monthly or annual basis. The avoided cost rate is roughly 75% less than the retail electric rate.
